Governed by Article 55a of the Law on Organization of Courts, Articles 7 Paragraphs 1 and 2 and Article 73 of the Book of Court Rules and Article 13 Item 1 of the Rules of Organization and Systemization of Job Positions in the Court

The Law on Organization of Courts provides that the courts of the Republic level, the appellate courts and the courts with 30 or more judges shall have a Court Administrator.

If several courts are located in the same building, they may have a joint Court Administrator, appointed in accordance with the agreement of the Presidents of the courts.

The President of the Court entrusts the performance of material and financial, organizational and technical tasks to the Court Administrator.

Duties of the Court Administrator are regulated in greater detail in the Book of Court Rules.

In its Article 7, the Book of Court Rules provides that the Court Administrator assists the President of the Court with administration tasks, and that larger courts can also establish separate organizational units, headed by the Court Administrator, to perform court administration tasks.

Article 73 of the Book of Court Rules stipulates that the Court Administrator assists the President with the tasks related to the court administration pertaining to financial, material, administrative and technical operations of the court, in accordance with the law, this Book of Court Rules and the Act on Internal Organization and Systemization of Job Positions in the court; Court Administrator can also perform other duties as requested by the President of the Court.

The job description of the position of the Court Administrator is regulated in detail in the Act on the Systemization of Job Positions and Article 13 of the Rules of Internal Organization and Systemization of Job Positions in the Supreme Court of Cassation. Thus, the Court Administrator assists the President of the Court with court administration tasks pertaining to financial, material, administrative and technical operations of the court; monitors the harmonization and effectiveness of the organizational units in the court and eliminates the noted weaknesses and deficiencies; prepares various reports and analyses within the scope of performed tasks; manages the courthouse, in accordance with the authority granted by the President of the Court; in collaboration with the Head of Service for Financial and Material Affairs, prepares the act on the operation of budget accounting and act on public procurement procedure of the Court; participates in the drafting of the financial plans and final accounts; monitors the budget execution and controls the use of budget, own and donor funds; participates in the development of the strategic plan together with the Secretary of the Court; and performs other duties as requested by the President of the Court, to whom he/she is accountable for his/her work.
